Senior Manager Finance - IDA

This position provides financial management support to line divisions.

 

Budgeting & Financial Projections

  • Plan and manage the respective business group’s & projects’ Annual and Mid Year budget cycles.
  • Assist line managers to review, evaluate and provide Finance inputs on project funding papers and cashflow requirements before submission to Parent Ministry and/or MOF.
  • Provide financial advice and guidance to line managers on various Government funding sources and funding approval process.
 

Financial Analysis and Reporting

  • Review and submission of monthly/quarterly financial accounts, management reports and financial analysis within stipulated deadlines.
  • Review and present monthly budget utilization (eGov block, 3years IAA, 5years block, RF funding etc) reporting.  
  • Review and submission of MCI budget utilization update.
  • Manage the division(s) financial sustainability, including resolving budget issues encountered by business units.
 
Account Management
  • Provide advice to line units on procurement policies & processes and approving authorities.
  • Work with HR on the headcount funding, costing and internal allocations.
  • Manage stakeholders’ queries regarding project funding & utilisation.
  • Provide financial advice on the appropriate reporting structure/set-up for new businesses and projects.
  • Manage the division(s) financial sustainability, including resolving budget issues encountered by business units.

 

Charge-out Rate (COR) and Corporate Overhead Allocation

  • Work with key stakeholders for the computation of proposed annual charge-out rate.
  • Manage COR and corporate overhead allocation reviews, presentation and approval process.
  • Attend to stakeholders’ queries on the proposed charge-out and allocation rates.
Year-end audit
  • Review users submission of year-end accruals.
  • Manage the audit.
Ad-hoc duties
  • Any other ad-hoc duties assigned.
Requirement:
  • Degree in Accounting or a relevant professional accounting qualification.
  • Min 8 years of related working experience in a similar capacity.
  • Experienced in financial planning & analysis and business partner.
  • Well versed in MS Office; Knowledge of SAP & IBM Cognos system preferred.
  • Conversant in Government financial policies and funding framework, International Accounting Standards & Practices, local laws and legislation e.g. Income Tax, GST, knowledge of relevant IMs preferred.
  • Excellent interpersonal, communication and writing skills.
